It completed six days before the November 2021 core update began, making it one of the few 2021 rollouts with a clean window either side. That makes attribution unusually reliable here, which is worth knowing if you are diagnosing a drop from this period.

A drop dated 3 to 11 November 2021 has a genuine single candidate, which is rare for that year. A drop after 17 November belongs to the core update. A local business that dropped from 30 November onward is looking at the Vicinity update instead.
What it enforced
The published spam policies, applied globally and across languages. Google gave no detail beyond confirming the release, which is standard for spam updates and remains so today.
The policies in force at the time covered cloaking, doorway pages, hacked content, scraped content, auto-generated content produced primarily for search engines, and sneaky redirects. The scaled content abuse and site reputation abuse policies did not exist until March 2024, so they cannot be the cause of a 2021 demotion.
Recovering a spam demotion from any year
- Identify which policy applies. Read the published list and check the site honestly against each. Either something breaches one or it does not.
- Remove rather than reduce. Halving the violation while keeping the process gets the site caught at the next enforcement.
- Expect reassessment without an announcement. Spam systems run continuously, so there is nothing to wait for once the cleanup is genuine.
